The meeting was called to order by President Carol Williams at 7:07pm.

The September General Meeting minutes were approved as read.
Treasurer’s Report - John
Balance of $2770.10 as of 12/31/2009 including income of $520.00, most of which was generated from Parkrose Height’s participation in the last neighborhood cleanup project.
Guest Speakers
Brandon Cox – Portland Police Officer
Officer Cox reviewed recent crime statistics for Parkrose Heights. For detailed information on current statistics, neighbors can call City of Portland Information and Referral, 503-823-4000 between 8 a.m. and 5 p.m. weekdays or look up information online at http://www.portlandonline.com/Police/crimestats/.
Officer Cox also addressed neighbor concerns regarding:

  • recent increase in graffiti – Has not definitely been linked to gang activity
  • homeless people sleeping in doorways – Unless property owner objects or criminal activity is in progress, police cannot take action to remove them
  • police response time to calls

Teri Poppino – Crime Prevention Coordinator (CPC) for Parkrose Heights
 Parkrose Heights welcomes Teri in taking on Angela Wagnon’s role as CPC for PH. In response to Officer Cox’s input on dealing with homeless persons, Teri noted that her office can provide the names of property owners where homeless people are hanging out. The property owner can then be contacted to see if he/she will sign a trespass agreement with the police precinct, which gives police the authority to remove homeless persons from that property. Residents can self-report low level crimes using an online form found at http://www.portlandonline.com/police/.

Rep Jefferson Smith – House District 47
Those present were treated to an in-person update from Rep Smith. Having grown up in the area, Rep Smith has first-hand knowledge of the neighborhood’s history as well as what is happening here in today’s world. After bringing the group up to date on his accomplishments during his first term as our representative, he provided information about what he hopes to accomplish going forward. Afterward, he provided ample time to personally answer questions and concerns from those present.
Rep Smith noted that there is a crisis of confidence in government. He recommended taking an online look at http://www.oregon.gov/transparency/. He stressed that PH neighbors need to become very involved in interacting with the Portland City Council.
