Alice Blatt
March 3, 1932 - Feb. 6, 2019

A truly iconic Portlander, Alice created much of what Northeast Portland takes for granted. She was instrumental in turning the Columbia Slough (a clogged backwater) into a place of beauty and thriving wildlife. Her work on the Slough, Wilkes Community Group and a founder of the Columbia Slough Watershed Council, Wilkes Park and Natural Area, led the City of Portland to twice award her the Spirit of Portland Award. Many wanted to name the new park after her, but she felt that “Blatt Park” didn’t sound as nice as “Wilkes Park.” Still, a preserved area off Sandy named “Alice Springs” bears her name.
Alice started volunteering early, collecting recyclable material for the WWII effort and even going to Germany afterwards to building housing for refugees. Her favorite poem was John Donne’s "No man is an island entire of itself." After college, she attended medical school and became a pediatrician.
Born in upstate New York in 1932 into a family of college professors, she was a truly gifted person. Alice loved music and played the piano, pipe organ and hand bells at the First Unitarian Church for over 30 years.
She is survived by her four children, Elaine, Larry, Jim and John; as well as her two
grandchildren, Philip and Austin.
Alice Pasel Blatt passed away at her home in Portland, Feb. 6, 2019.

Over $600,000 awarded to East Portland in Prosper Portland Community Livability Grants
Prosper Portland is awarding $1.49 million in Community Livability Grants for fiscal year 2018-19 to 23 projects in five urban renewal areas or neighborhoods -- and at least 8 of those are in East Portland! There are five projects in Lents and three projects in Gateway that will receive funding. One of the largest projects to be funded in Lents is a partnership between the Lents Neighborhood Association and the Seventh-Day Adventist Church to make $30,000-worth of improvements to the Lents Activity Center. The Activity Center currently houses monthly community meetings and events, such as neighborhood association meetings and the Community Clothing Closet. The money will go towards facility improvements, such as upgrading the existing lighting system to energy efficient, long-lasting LED technology and fixing the doors so that the Activity Center can be used even more efficiently by more people.
"We are grateful to be able to bring this money to Lents and hope this success will energize and inspire others here to dream up their own projects and partner with us to make them happen, knowing that funding is possible for work that benefits our community," said Lents Neighborhood Association Chair Sabina Urdes.
Other projects in Lents that have received funding from Prosper Portland: Junior Achievement Exterior Improvement Project ($45,500), Rose CDC's 91st Ave Street Mural ($9,500), White Phoenix Accupuncture's 'Safety, Comfort, and Visibility Project' ($18,143), and Wisdom of Elders 'Workforce Development Initiative' ($30,000).
In Gateway, $15,000 will go toward the creation of a District Asset Map, a district branding project; $200,000 toward Immigrant and Refugee Community Organization's 'Africa House'; and $300,000 toward DePaul Treatment Center's Campaign for Hope & Recovery.

Highly anticipated extension of Line 24-Fremont among TriMet’s spring service increases
Spring improvements include more trips, better frequency, new weekend service
TriMet makes history next month with the extension of our Line 24-Fremont bus line. Starting Sunday, March 3, the route will continue from Legacy Emanuel Hospital in North Portland, across the Fremont Bridge to the Slabtown, Northwest, Alphabet and Goose Hollow neighborhoods. The new Line 24-Fremont/NW 18th will be TriMet’s first to cross the Fremont Bridge since the bridge opened in 1973. It will offer a quick, reliable link between Portland’s east and west sides, connecting with MAX Blue and Red lines at Providence Park in Southwest Portland.

Neighborhood Contact Code Update
- Recommended Draft released
Thank you for your interest in the Neighborhood Contact Code Update project. After a long quiet period, we’ve finally released the Recommended Draft. This draft is recommended by the Planning and Sustainability Commission to City Council for their review. A City Council hearing date is scheduled for March 6. You can testify to Council on the Recommended Draft through the Map App, through a letter, or through in-person testimony at the March 6 hearing.
The changes between the Proposed and Recommended Drafts are those that were voted on by PSC at the work session on August 28th. The documents that the PSC used are available on the project webpage and the PSC recap (which also includes the video of the work session). Documents and video from the hearing are available on the PSC recap from the hearing on August 14th.
Please let me know if you have questions about the project. I am happy to come talk about the Recommended Draft at group meetings, or to discuss it one on one. (Please note, however, that I am not the decision-maker at this point in this process, and testimony should be directed to City Council.)

Do you live, work or play near the Columbia Slough? Join the Columbia Slough Watershed Council for Slough 101 on Saturday, April 6th, 2019 from 9AM - 1PM.
Ever wonder about the slow-moving water running through N & NE Portland?
This free, hands-on workshop will provide participants with a wide overview of the Columbia Slough’s relationship to environmental, social, and economic issues in the watershed (North/Northeast Portland and Gresham). We will explore a variety of topics, including:
- Geologic characteristics and history
- Economic impacts
- Indigenous perspective of the Slough and its natural resources
- Flood protection initiatives
- Groundwater resources
- Current environmental challenges and restoration projects
Hands-on activities include:
- Study macroinvertebrates (water bugs) that live in the Slough.
- Test for water quality by assessing oxygen, temperature, and pH levels.
- Simulate and predict aquifer conditions with an interactive groundwater model.
- Discover a beautiful hidden part of this unique waterway on a walking tour.

Portland Parks Foundation offers a small grants program to support community organizations working to create or care for public parks and park programs, community gardens and natural areas. The program is founded on a generous bequest from Nancy Hebb Freeman, an artist, hiker and lover of Portland parks.

- Monthly Statements Billing Option
- The Bureau of Environmental Services and the Portland Water Bureau announce a new voluntary monthly statement billing program for sewer, stormwater, and water billings. The monthly statement program provides a statement of charges each month, while maintaining a quarterly reading schedule. Participants continue to have their meters read each quarter, but those quarterly charges are split into thirds and invoiced monthly.
