The meeting was called to order by President Carol Williams at 7:01pm.

The General Meeting minutes for June were approved as read.

Naomi Angier – Multnomah County Library / Midland Branch


Helpful information was provided regarding the resources available at the Midland Branch of the Multnomah County Library. Potential upcoming events were also discussed. All were encouraged to come by the library to talk with the youth librarians and library assistants, pick up some books to read, and/or and make use of other resources available there, including computer terminals. It was noted that for patrons’ convenience, books that have been checked out through the Midland Branch could be returned to any branch within the Multnomah County Library system.

Angela reviewed recent crime statistics. (Andi posts these in the Knott Park kiosk.) She reported that all liquor licenses North of Burnside within Portland City Limits expire on 12/31/ 2009, unless renewed by the Oregon Liquor Control Commission (OLCC). Concerns about the renewal of these licenses should be reported to Theresa Marchetti, Liquor Licensing Specialist, at the Office of Neighborhood Involvement, 503- 823-3092.

Angela discussed Crime Prevention through Environmental Design (CPTED), which aims to reduce crime through the implementation of three preventive measure principles:

Ø       Natural Surveillance – Visual line of sight of property

Ø       Territoriality – Differentiate between where public access ends and private property begins

Ø       Access Control – Reduce unwanted traffic


Examples include:

¨       Keeping shrubbery cut back around houses and in parks (being done in Knott Park)

¨       Use of “hostile” vegetation (i.e. Oregon grape) to reduce foot traffic in specific areas

¨       Keeping areas clear of debris, graffiti, etc.


Call Angela if interested in having someone come out and walk a specific property to evaluate what steps need to be taken to reduce potential for crime.


Angela reported that staffing cuts have taken place in the Bureau of Development Services (BDS). This directly affects the number of personnel assigned to Neighborhood Inspection Teams and those available to deal with Nuisance complaints such as overgrown vegetation and disabled vehicles on private property. For additional information or to register dissatisfaction with these cuts, contact Randy Leonard, City Commissioner assigned to oversee BDS

ü       Can be used to report items dumped off in front of house

¨       City of Portland Info / Referral: 503-823-4000

¨       Non-Emergency Police: 503-823-3333

ü       Can be used to report homeless people sleeping on sidewalks.

ü       Calls to this number are logged, which may lead to more officers being assigned to a neighborhood.

¨       Police Commanders Meeting – Held at 106th and Washington on first Tuesdays
